Victor Horton is a dynamic leader and lifelong advocate for educational equity, child welfare, and systemic reform. From his early years as a student activist to his most recent role as Executive Director of the D.C. Chapter of Democrats for Education Reform, its partner Education Reform Now Advocacy, and its non-partisan affiliate Education Reform Now, Victor has committed his life to advancing opportunities for underserved communities through education, public policy, and civic leadership.

Victor launched his public service career as an elected Advisory Neighborhood Commissioner in Southeast Washington, D.C., where he championed initiatives in education, economic development, and public safety. His diverse professional journey includes roles as a math educator, legislative assistant on Capitol Hill, nonprofit executive, campaign strategist, and education policy advisor. He currently serves as Treasurer of the Ward 7 Democrats, overseeing the financial operations of one of the District’s most active and influential political organizations.

Throughout his career, Victor has developed and led issue-based campaigns, managed organizing teams, and cultivated coalitions of parents, educators, and policymakers to drive equity-focused education reforms. His leadership is defined by a rare blend of political acumen, grassroots connection, and strategic communication.

Victor holds degrees from Virginia State University (B.B.A.), Virginia Commonwealth University (M.P.A.), and Columbia University (M.Ed.), and has received numerous accolades including Virginia State University’s Trojan 10 Under 10 Award and fellowships from the Southern Education Foundation and the Douglas Wilder School of Government.

A proud son of Pulaski, Virginia and a tireless servant to Washington, D.C., Victor embodies the belief that systems should be built to outlive us—and that public leadership must be rooted in justice, service, and community.
