Built as the next step for graduates of the Strong Schools Policy Fellowship—or for community leaders ready to step into public leadership—the Institute takes participants from vision to viability, ensuring they leave with a fully built, strategic, and actionable campaign plan.
Participants receive national and local expert-led coaching on campaign structure, message development, fundraising, voter outreach, digital strategy, and legal compliance. By the end of the program, candidates will have the confidence, skills, and infrastructure to run with clarity, purpose, and integrity.

Program Runs: September 10 – October 22, 2026 (approximately 5 hrs/week)
Format: Hybrid (weekly in-person + virtual sessions)
Cohort Size: 10–15 participants
Eligibility: Residents of Washington, DC with an interest in running for public office in the next 1-2 election cycles.
Over seven sessions, participants move from readiness to execution—beginning with orientation and candidate preparedness, then advancing through campaign fundamentals such as legal setup, fundraising, message development, voter outreach, digital strategy, and media engagement.
The program culminates in a hands-on campaign simulation, ensuring every fellow leaves with practical experience and a fully developed, actionable campaign blueprint.
Victor Horton, a nationally recognized campaign advisor, coach, and strategist with a proven winning record supporting candidates across the country, leads the Strong Start Campaign Institute. A dynamic leader and lifelong advocate for educational equity and civic participation, Victor is known for helping first-time candidates become competitive contenders and strengthening seasoned leaders facing tough races. He has coached and advised campaigns at every level—school board, ANC, council, state legislature, and Congress—providing hands-on guidance in field strategy, messaging, fundraising, and voter engagement. He currently serves as Treasurer of the Ward 7 Democrats, overseeing the operations of one of the District’s most active Democratic organizations.
